I think that this article was written by someone who actually has no idea what he's talking about...
The major cost for a website development is not licensing, but customisation and migration - so even if they had use open-source and free-licenced software (which I'm all for as I use PHP, MySQL, Drupal, etc) - this would not have saved much from the extreme budget blowout (almost 5x the original budget).
What this appears to me is typical feature creep combined with that wonderful government policy of awarding contracts to the lowest bidder.
